This works by applying the cement to both surfaces you're looking to attach, then waiting anywhere from five minutes to four hours, basically waiting for the glossiness of the cement to disappear. You can then stick the two surfaces together and apply pressure. Traditionally, in cobbling/shoe-making, the pressure is applied for several hours with a machine, but this typically isn't needed for foam fighting weapons, aside from pushing things together and squishing them around a bit to make sure that all the glued surfaces touch.
Glue-up needs to be done outside or in a well-ventilated space with a respirator.
I like this better than DAP because it typically sets up faster, is thicker, and has the brush in the can, all of which creates less of a mess. DAP may still be preferable for larger glue-ups, like the outer layers of a striking surface, Red weapons, or shields.
